The reported deal includes a player option in the third season.
It also comes one day after versatile guard Collin Gillespie reportedly passed on free agency and agreed to a four-year, $48 million contract to remain with the Suns.
Goodwin, 27, averaged 8.7 points and 4.9 rebounds in 70 games (10 starts) last season with Phoenix.
He is averaging 7.0 points and 4.1 rebounds in 220 career games (34 starts) with the Washington Wizards, Memphis Grizzlies, Los Angeles Lakers and Suns.
